PARKS DEVELOPMENT COMMITTEE MINUTES

Members Present: Steve Fritz, Bob Brush, Gary Portzen, Mike McGinley, Kraig Brooks

Excused Members: Fred LaRosa, Jerry Krueger

Others Present: Roy Hopfensperger, Dan Mahoney

1. Mr. Fritz called the meeting to order at 5:05 p.m.

2. Mr. Portzen moved, Mr. McGinley seconded, to approve the September 16, 2009 minutes as printed. Motion carried.

3. Persons wishing to address the Committee.

4. Amendment to Chapter 401, Parks and Recreation, of the Village of Plover Municipal Code of Ordinances - Regulation of Games in Village Parks. Mr. Mahoney noted that this issue arose due to an incident at Pleasant Acres Park. Staff sent on to our attorney a request to create a language that allows the Police Department to do something about balls traveling out of parks and into home owner's yards. The language will give the Police Department an opportunity to go over and approach the individuals and the authority to stop the activity. Mr. McGinley asked if this would be enforced in all parks. Mr. Mahoney stated that at this time it will be enforced in Pleasant Acres only, but this amendment will allow it to be enforced in additional parks if an issue arises.

Mr. McGinley moved to adopt Ordinance 4-6-10 amending Chapter 401, Parks and Recreation, of the Village of Plover Municipal Code of Ordinances - Regulation of Games in Village Parks. Mr. Portzen seconded and the motion carried.

5. Such other business as is authorized by law. Mr. Hopfensperger gave the following update on the Parks Department:
*Memorial Park fencing has already been completed on both fields.
*Kubacki Park fencing has been replaced.
*Veterans Memorial Park - restroom has been completed.
*Lake Pacawa - fencing along beach area has been replaced with 42" ballard pipe.
*Pleasant Acres - as of 4/14 swing set installation will be complete replacing old structures.
*Easlan/Weslan - as of 4/14 swing set installation will be complete replacing old structures.
*Seasonal staff has been hired with orientation to be held on Saturday, 4/10/10.
*1st baseball games of the season was scheduled for 4/6, but was cancelled due to rain.
*Woodlands Church - will be working in numerous parks on 4/25 as part of a voluntary event.
*Benches - Veterans Memorial Park is basically full - last year's sales went well. Roy will be meeting with Legion on purchases for this year.


Mr. Fritz asked if Adopt A Park is still in existence. Mr. Hopfensperger stated that maybe one or two groups are still part of the program. Roosevelt School still does 1-2 cleanups per year and also the VFW does a spring cleanup.

Mr. Brooks expressed a safety concern with foul balls at Soik Park. Last year the girls sitting on the bench were being hammered with foul balls. Mr. McGinley stated that there is talk about installing a deflector fence at this site. Mr. Mahoney stated that discussion is being held with PWYA about adding a fifth field. It would be in the SE part of the park; SW of Roman field.

Mr. Hopfensperger stated that the skateboard park opened about 3 weeks ago with things going along nicely. He noted that cameras installed in this park have really helped curb vandalism.

Mr. Brush asked if future parks would be located in new developments. Mr. Mahoney stated that yes green space will be addressed within all new developmental areas.

Mr. Mahoney stated that the DOT will now require bicycle paths on roadways within the HH/R project.

6. Mr. Portzen moved, Mr. McGinley seconded, to adjourn the meeting at 5:40p.m. Motion carried.
