Others Present: Dan Mahoney, Richard Holden

1. Mr. Schlutter called the Plan Commission to order on Monday, July 19, 2010, 6:00pm.

2. Approval of the minutes of the meeting of July 7, 2010 as printed.

Mr. Rossier moved to accept the minutes of the July 7, 2010 meeting as printed. Mr. Freund seconded and the motion carried.

3. Persons wishing to address the Committee.

4. 6:00pm - Go to Public Hearing - Village of Plover request to rezone land located in part of the southeast quarter of the northeast quarter and the southwest quarter of the northeast quarter of Section 23, Township 23 North, Range 8 East Village of Plover from temporary A (Agricultural District) to permanent A (Agricultural District).

Mr. Rossier moved to close the public hearing. Mr. Freund seconded and the motion carried.

5. 6:03pm Reconvene for possible discussion and possible consideration of Village of Plover request to rezone land located in Section 23, Township 23 North, Range 8 East Village of Plover from temporary A (Agricultural District) to permanent A (Agricultural District). The Village of Plover has submitted a request to rezone land located in part of the southeast quarter of the northeast quarter and the southwest quarter of the northeast quarter of Section 23, Township 23 North, Range 8 East, Village of Plover from temporary A (Agricultural District) to permanent A (Agricultural District) per the attached map. The properties to the north in the Town of Plover and zoned AG, Conservancy, and Low Density Residential, and to the west are zoned A-2 Agricultural Transition. The properties to the west and south are zoned A Agricultural District. The permanent zoning is consistent with the Village of Plover Comprehensive Plan. Mr. Holden recommends that the Plan Commission recommend to the Village Board approval of the permanent zoning of A Agricultural District for the property identified on the map, which is consistent with the Village of Plover Comprehensive Plan.

***RECOMMENDATION TO THE VILLAGE BOARD*** Mr. Rossier moved that the Plan Commission recommend to the Village Board approval of the permanent zoning of A Agricultural District for the property identified on the map, which is consistent with the Village of Plover Comprehensive Plan. Mr. Freund seconded and the motion carried. Haga abstained

6. Reports.
a. Community Development Manager. Mr. Holden stated that we are behind last year, but are waiting for the Noel plan which will put us way ahead. He stated that Mission Village of Plover will be building (1) eight unit building on Mission Lane; and Craftsman Village LLC will be constructing (4) six unit buildings within the Craftsman Village. Mr. Holden stated that Swiderski will be coming in for approval of a 190 unit apartment complex on the west side of Foremost on Willow Drive.

Mr. Rossier moved to accept the Community Development Manager Report as written. Mr. Freund seconded and the motion carried.

7. Mr. Rossier moved, Mr. Freund seconded, to adjourn the meeting at 6:08pm. Motion carried.
